2.  Online Model Legislature Bill Submission  

You are asked to create a bill that you would like to see passed in the "HOBY" PA House of Representatives. Write a short paragraph explaining the details of something you would like to see changed and made into law.  There are numerous categories into which your bill can fall, i.e. Veterans Affairs, Education, Appropriations, Transportation, etc.

Some examples of past bill submissions are...
 -
Mandatory Drug Testing for all High School Athletes (should it be random or required)
 - Repealing of the motorcycle helmet law (which has already been passed)
 - No Smoking in Public Areas (again already passed)
 - Increased public funding for private schools

The bills that you and other ambassadors write will be handed out Friday at the Capitol, and you will all be assigned into committees in which you will discuss and revise the written bills (to be more or less restrictive), and then you will debate the bills and vote them yay/nay into 'HOBY' law.

Ambassador Selection Criteria

High school sophomores are chosen to attend based on the following:

    Each September, HOBY's selection process begins when the nomination materials are sent to the 22,000 public and private high school's in the United States.  All tenth graders are eligible for selection to attend one of the three- or four-day weekend seminars held each spring/summer in all 50 states, the District of Columbia, Hong King, Canada, Israel, and Mexico.  A sophomore leader is nominated by each school and is certified by the principal.  These expense-paid workshops focus on the theme "America's Incentive System" and "Leadership for Service."  One boy and one girl are selected to represent their local seminar at a week-long World Leadership Congress held in late summer.  In addition, HOBY invites young leaders from at least 30 countries to attend to the World Leadership Congress.


 

This website and all of its contents have been reviewed and approved by the Central Pennsylvania Hugh O'Brian Youth Leadership Seminar Board of Trustees.  Its purpose is geared towards the recognition of volunteers, creating  general awareness of the HOBY leadership initiatives, and overall promotion of HOBY.  All comments should be directed to the Central PA HOBY Leadership Seminar Webmaster.
